The Demise of the 28-Clause Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: hopeful statements are released from different nations. Immense energy is devoted on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from enemy soil, a capability provided through timely intelligence. From witness perspectives, defense planes that had been scrambled to counter approaching guided weapons roared overhead – modern combat jets provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, probably supplied through Western nations. Every deployment creates sudden vibrations, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: maybe the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.

Ongoing Risks

Soon after, a heavy machine gun fired at a drone somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and infrastructure problems in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The 28-point plan from American leadership sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unfeasible to force Russia to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does little to deter Moscow, through words or deeds, from thinking that the status quo will not change more in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until situations evolve in its favour.

Existing Situation

Factually, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their task will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a mere seven days to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
